The overall objectives of the Strategy for Vietnamese youth’s development till 2010 are to enhance the education, fostering and training of Vietnamese young generations, helping them to develop all-sidedly and become young human resource of high-quality, bring into full play the motive and creative role of Vietnamese young people in the cause of national industrialization and modernization.

The Strategy sets forth the following major solutions:

- Group of solutions on policies toward young people.

- To build a healthy social environment, creating favorable conditions for the development of young people.

- To socialize the youth-related work. The Strategy clearly points out: To encourage enterprises of all economic sectors to participate in the training and fostering of young people, so as to raise their professional skills. To encourage social forces and units of various economic sectors to invest in the development of healthy recreation and entertainment establishments for young people. To encourage and mobilize non-State budget sources at home and abroad for young people’s activities. To set up and well manage the operation of assorted young people promotion and support funds.

- To enhance international cooperation in youth-related work.

- The solutions on the leadership, organization and management.

This Strategy shall be carried out in two phases:

- The first phase: From 2003 to 2006: To formulate the program on development of young people in the 2003-2005 period, concentrating efforts on settling burning social issues faced by young people regarding careers, employment and social evils; raising their political quality, educational, scientific and technological qualifications and bringing into full play the initiative role of young people in socio-economic development; and creating vigorous improvement in youth-related work of the State and society.

- The second phase: From 2006 to 2010: To formulate and realize the program on youth development in the 2006-2010 period on the basis of the results gained in the previous period, including specific programs on employment, raising of educational, professional, scientific and technological qualification; education in politics, ideology, virtue and lifestyle; raising of health as well as spiritual life… To consolidate the system of policies towards young people; to attain the objectives of the strategy, and lay foundations for boosting the youth-related work of the State and society in the subsequent period.- (Summary)
