Ordinance of legal document unification to take effect from June 1 Ordinance of legal document unification regulated the merging of legal normative documents issued by the state agencies at central level; the authority and responsibilities of these agencies in the legal document unification; process and technique of legal document unification to ensure that the legal system is simple, clear, easy to execute and efficient. Prime Minister Nguyen Tan Dung has signed two documents issued new legislation in the field of administrative reform and non-governmental organizations Following the Prime Minister’s Decision No.263/QĐ-TTg on reviewing administrative procedures in 2012, The targeted procedures are related to business registration and operations, customs procedures, taxes, insurance, stock trading, exports, consumption and consumer interests, food safety, investment projects, unemployment insurance, migration, copyrights, and pay television. The results of this administrative review are expected to be reported to the Government before August 31.
New documents Administrative infringements in the field of tourism will get heavy punishments Shortening the marriage registration time Government has issued Decree No. 06/2012/ND-CP amending and supplementing some articles of the Decree on civil status, marriage and family, authentication, in which adding regulations on civil status registration records through the postal system and shortening the marriage registration time. Accordingly, the time of the marriage registration has been shortened from 5 days to 3 days. Shortening the time of granting legal aid collaborator’s card According to Decree No.5/2012/ND-CP amending and supplementing some articles of the Decrees on registration of security transactions, legal aid, lawyers, legal consultancy, the time of granting collaborator’s card will be 7 days instead of 22 days as currently. New charge rates of notary fees From March 15, 2012, the notary fees will be made as prescribed in joint circular No. 08/2012/TTLT-BTC-BTP issued by the Ministry of Finance and Ministry of Justice, replacing circular No.91/2008/TTLT-BTC-BTP dated October17, 2008. Activity fee for lawyer practice in Vietnam According to Circular No.02/2012/TT-BTC of the Ministry of Finance for the collection, remittance, management and use of fees for lawyers operating in Vietnam, since March 1, 2012 the license fee for establishing branches of foreign lawyers' organizations, foreign law firms in Vietnam is 20 million. New rules for temporary residency in VN The Ministry of Public Security and the Ministry of Foreign Affairs have jointly issued Joint Circular No. 01/2012/TTLT-BCA-BNG dated on January 3 on new regulations and procedures of temporary residence card (TRC) in Vietnam.
